Heihe is a rare case where going abroad begins not with passport control and a many-hour flight but with a river less than a kilometer wide. We go through how to get there from Blagoveshchensk, which documents you need, how long the border crossing takes and what you can manage to see in one day.
A city six hundred meters from Russia
Heihe stands on the Chinese bank of the Amur directly opposite Blagoveshchensk — the distance between the cities is about 600 meters, the narrowest point of the entire border between Russia and China. For comparison: most border crossings between countries require hours, or even a day, of travel from the nearest large city to the border line — here the foreign country is visible to the naked eye from the Russian embankment.
No visa needed — but not for any length of stay
Since 2025 a full visa-free regime for entry to Heihe has been in force for citizens of Russia — both for organized groups and for individual tourists, including repeated trips. You may stay without a visa for up to 15 days on one passport. If you plan to stay longer or to travel to Heihe especially often, you will need an L (tourist) or M (business) visa, which is arranged through the consular section of the PRC embassy in Khabarovsk.
How to get there: speedboat, ferry or motor ship
Several kinds of water transport run between Blagoveshchensk and Heihe, differing in price and comfort:
| Transport | Travel time | Price |
|---|---|---|
| Speedboat | 15–20 minutes | ~1,500 ₽ one way |
| Ferry (passenger) | ~15–20 minutes | ~1,000 ₽ |
| Ferry (passenger car) | ~15–20 minutes | ~5,000 ₽ |
| Motor ship Blagoveshchensk → Heihe | ~15 minutes | 3,780 ₽ |
| Motor ship Heihe → Blagoveshchensk | ~15 minutes | 2,520 ₽ |
The river port in Blagoveshchensk works from 8:30 to 17:00, vessels depart at 09:00, 11:00, 14:00 and 16:00 — it is worth checking the schedule in advance, since sailings may be adjusted by season and load. Navigation on the Amur runs from May to October, while the river is free of ice; in 2026 two hovercraft were put into service, providing the crossing during freeze-up too, when ordinary vessels cannot run. Motor ship tickets can be bought online on the passenger port’s website.
How to get to Blagoveshchensk if you are not from the Amur region
Blagoveshchensk is not a hub airport, but there are direct flights to the city from several large Siberian cities: from Novosibirsk the flight takes about 4.5 hours (S7 Airlines), from Krasnoyarsk about 3.5 hours, and direct flights also operate from Irkutsk. The flights are operated by Aurora, S7, Ural Airlines, IrAero and Yakutia — check the schedule and prices in advance on aggregators, since fares on this route jump a lot depending on the season and how far ahead you book. For residents of the Far East — Khabarovsk and Vladivostok — getting there is closest and cheapest.
Where you are taken right after crossing the border
Unlike most overland border crossings, where after control you still have a long drive to the nearest city, in Heihe the Chinese checkpoint and the river terminal are right in the city center — a 5–10 minute walk from the embankment, markets and hotels. After passing passport and customs control on the Chinese bank, an independent tourist simply walks out into the city. If you are traveling as part of an organized group (in which case no visa is needed even beyond the visa-free 15 days), the group is usually met by a bus and taken along a pre-agreed excursion route — in that case the route and the first hours in the city are determined by the travel agency, not the tourist.
Customs: what you can and cannot do
Crossing the border includes biometrics and submitting an electronic declaration — the process has become faster technically, but the rules are observed more strictly than before. On entering China it is prohibited to bring meat, dairy products, fresh fruit and vegetables; candy, chocolate and dry mixes are allowed. On leaving China you may take tea, spices and canned goods in factory packaging without restriction.
A separate rule concerns cash: up to $3,000 can be taken out without declaring, from $3,000 to $10,000 must be declared in writing, and taking out more than $10,000 in cash is prohibited altogether.
How to pay in Heihe
Despite the city’s border status, cash yuan are not accepted everywhere here — many points, especially outside the markets, are oriented toward cashless payment through WeChat Pay and UnionPay, as in the rest of China. The logic of setting up payments in Heihe is no different from any other Chinese city: if you plan to spend more than one day here, it makes sense to set up WeChat Pay through the Nihao China app in advance or take a Rosselkhozbank yuan UnionPay card with you — both schemes work in Heihe the same way as in Harbin or Beijing.
What to see in one day
Heihe is a small city, and most of the sights fit into one busy day:
- The Amur embankment — a promenade with a view of the Russian bank, from where Blagoveshchensk is clearly visible.
- The Great Canyon of the Jinhe River — 13 km from the city, known for a horseshoe-like bend of the riverbed, about 10 km long in total and up to 100 meters deep; visiting requires separate transport from the city.
- The Huafu shopping center — a large department store with many departments; on the lower floor there is a supermarket with fixed prices, convenient for those who don’t want to haggle.
- The morning market — one of the city’s calling cards: even in winter vendors put their goods out right on the street, and here you can find food, clothing and small goods at prices noticeably lower than in the shops.
- The city’s parks and museums round out the route for those who stay for more than a day.
Where to stay if you decide to linger
If a day trip is not enough, Heihe has a wide range of hotels: options near Dahei He Island start from 1,100–1,600 ₽ per night, standard three-star hotels cost about 5,000 ₽ on average, and four- and five-star ones range from 6,800 to 7,500 ₽ per night. For staying in the city center or by the embankment, look for a hotel in advance — in high season and on weekends prices rise noticeably.
